I find a sick racing dove? he was severly dehidrated, and exhausted.?

I tried my best to help him, but he died during the night. I like to know how can I find his owner, as this is a pedigree dove. I am in South Africa, and the ring on his leg has an SA number on it. Do the clubs keep trek of the doves by computer, or manually? If anyone in SA are a member of such a club or forum, can you please contact me? I will appreciate any form of help.
