Are the vast majority of ual offenders,-- serial offenders?

I have often heard that a large majority of ual predators are serial molesters or serial rapist. I explored the ual predator website for my state for an entire day. I got a view of the demographics; some of which greatly surprised me. The vast majority of victims were minors. I was also surprised to find only 2 predators that had been convicted more than once. They had been convicted twice. So is this a myth about the vast majority of ual predators being serial offenders? My all day search seemed to prove it so. Perhaps the purpose is to justify having a ual predator website. It would seem to me to be justified by the nature of the crime. This is a crime intended for humiliating and stigmatizing its victim. What could be more just, poetically just, than giving the bully a taste of their own medicine. It seems the media and government have united to tell a lie that is not necessary for the continuation of the website. Your feed back is much desired. But please, no knee jerk responses.
