How come if a white person is suffering from a famine they get paler but a black person don't?

Ok I would like to know how come if a white person is suffering from a famine or a starving their skin will get paler but if a black person is suffering from a famine or a staving their skin gets darker?? It even mentions in the Bible that people(they were black) skin was black due to a famine.
